libhamlib-utils software package provides Utilities to support the hamlib radio control library, you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libhamlib-utils
libhamlib-utils is installed in your system.
Make ensure the libhamlib-utils package were installed using the commands given below,
$ sudo dpkg-query -l | grep libhamlib-utils *
You will get with libhamlib-utils package name, version, architecture and description in a table
